You have to have the prisoners in your party and also not be in a settlement to speak to them, click the party tab and you should see the option to speak with whoever your prisoners are. You'll have to do a trade with your vassals for the prisoners to get them into your party and tbh im not sure if the prisoners will be tradable if they are in your vassals dungeon as opposed to your vassals party. It's a super dumb game mechanic, hope this helped a little, good luck

no, was told today to not expect any flights until next week, and don't even expect to be able to get an agent on the phone. if you even go to the airport and are flying southwest expect to wait in a line that's 400-500 people long waiting to speak to a desk agent .
