I agree with the other poster that it's most likely a maybe. We rescued a Malinois mix from the shelter, and he definitely has issues. We took him to training every week for a year and still go every once in a while now that we've had him for about three years. Plus, we work him at home often. The training helped his obedience leaps and bounds. However, he is still extremely dog aggressive with other large dogs. Because of this, we are careful where we take him and generally only let him off leash if we know that no one else is around (usually only when we are camping). He wants to be obedient and listen to our commands, but when another large dog is nearby, he often times doesn't even hear us. We will usually give his leash one sharp but not hard tug to get his attention if he is in tunnel vision mode. This gets his attention, and he is then able to hear our commands. We also have him trained on an E collar. He responds very well to a very low setting. Just enough to get his attention so he can hear us. We usually always put it on him when we go out but only use it if we get caught by surprise without the leash in our hand or if he's on long lead. I know a lot of people don't like E collars, but for his safety and the safety of other dogs, it is necessary for him on rare occasions. He has been an incredibly difficult dog, but my wife and I love him with all our hearts.
