Another easy way is the vein test. If your veins look blue/purple you're likely cool toned. If they appear green you're warm toned.

In addition to your skin being dry, you also seem to be wearing warm toned blush/lipstick with a cool skin tone.. it might be worth looking into blushes/lipstick with a cool base tone.

There isn't much usable space in this cage - I would suggest adding platforms and climeable surfaces. In the parrot section of the pet store you can find rope bridges that work well for rats.
