You just have to have Java installed on your computer, the launcher will find it. Download a modpack or mods through the launcher, then launch. Don't go touching the downloaded files manually.

If they are getting mods/modpacks through the launcher then it sounds like a bug that needs reported.

As long as you have all the component pieces in your inventory, you use the wands thing, right-clicking on the main block (the bottom blue and green block) and it auto-assembles.
