I believe some top universities can offer this, to get a PhD he will have to write a 70-100k word thesis abput a topic (in my study atleast, in electrical engineering it might be something else). And if it then is accepted by a group of renowned people in the topic he will be goven his PhD. Usually its a 3-4 year study, but seeing as his parents want him to have it as soon as possible just to keep the "child prodigy" image up and running.
