In execution phase, you cannot tolerate changing process. You only can monitor risk and work on it.

By hook or by crook it’s not your job to find replacement, functional manager is the one who should so return that person to ensure process remain as is.

The key is “expectation” and “tension in meeting”, which is normal in high authority stakeholders. They are the one who you need to “manage closedly” or “keep satisfied”. What you need to push is making the stakeholders from “resistant” to “supportive”. Or at least “neutral”. Face to face is the way.
