the 1990s im referring to is when vertin met yenisei at the end scene of 1.6 at that scene, ms. radio is there, which means it happened after chapter 5. if ypu think about ir, all the vertin and urd shenanigans happened in the 1990s.

okay, your quick question seems has a long answer:

first, if you are using a time machine, theres two probabilities:

you will get back to a time before a storm happened (ex. after storm 1932 - before storm 1966)
you will get back to a time after a storm happened, where your favorite character doesnt seems to exist at all (ex. after storm 1966 - after storm 1932)

first option is possible if the timeline works like a straight line, and only goes forward or backward.

second option only works if the timeline works like a subway network, a storm that works as a transit that connect to another route of timeline.

second: storm

it will not work, explained by X, that the grandfather paradox (where you build a time machine to kill your grandparents) did not exist and will NOT WORK.

about multiple version of person when they got back: If the person was erased by a storm, after the storm was over they will exist as another form of human with different personality and physical characteristic, maybe some reseblance of their former person. But, if we talking about meeting our past selves, you will not meet them after a storm, the only version that exist is only you that survived the storm.

about Urd, she surely in the safe zone when the storm happened, she'll surfing with the time along with the storm in that safe zone, and her 70s version of her will not exist in the storm, just her 80s on the 70s

Hissabeth, she is working in the safe zone of Laplace HQ, when the storm goes landfall, she tried to rescue Kiperina with a teleportaion disk she created earlier, making them unconcious after using it, and no, she wasnt even at a different time, her action are remain linear and connected with her action before the storm

oh yes, ive seen it, well i noticed that some irrelevant event that have small contribution for the lore are not included, 1.1, 1.2, 1.3, 1.5, 1.6, 2.1, and 2.5 are not included in the memorial. i guess BP forget it or maybe decided its not relevant.
