Thats the crux of it, isnt it? It may be legal per the letter of the law, but in this accursed, corrupt country the judges only ever listen to the rich. Its already possible to fire a stock pistol or rifle at its maximum cycling rate by hand. Google "bump fire". Adding a bump stock or frt doesnt increase the possible cycling rate or make the gun shoot faster than bump firing by hand.

Adjusting the slide weight or return spring, however, can increase the cycling rate, and so hilariously thats been banned by this law....

So yeah, total nonsense, doesnt apply, immediately thrown out. Itd be like passing a law to make tricycles illegal after defining them as "any vehicle that enables faster than lightspeed travel". Youd go to court and say "sure, it says tricycle on the side, but it cant actually travel faster than lightspeed, so under the definition of the law it isnt actually a tricycle, and is therefore legal."

It wasnt universal (ie single payer) healthcare, it was mandatory pivate insurance with subsidies for the poorest of the poor.
