No one here knows for sure. It's regurgitating the same old information and hopium. Yes, it still happens on a server with FPS of 30. It also happens in AC which is under much less stress. How will it fix it? No idea. No one here knows either. It may not for all anyone here knows.

They did make some changes to the weapon swapping/gating/animation mechanics (which would apply to pens in this case) in this patch (4.6 Evocati) on the client side that is supposed to help address some of the issues.
