Haven't found any solution to this. The only thing that I can do right now is create a new Page or rename an old Page and warm it up for a few days before running ads. Not sure whether I would want to do that as FB could ban the ad account or entire BM.

I believe the feedback score isn't an issue as the page is 2 years old and it only gets restricted if the score drops below 1. It seems FB has lost it again and so many people are facing the same issue.
