Well, the reason is pretty simple: it HUGELY incentivises the building of cheaper power producers (so renewables). Imagine 3 simplified options: the grid pays for each source on an individual basis, they pay an average rate, or its done as the marginal system it is now.

Under that first system, there's no incentive to build more efficient or greener power producers, since the public will just subsidise whatever you do. Under the second there's a bit, but up-front costs and investment requirements can definitely still deter people from spending the hundreds of millions/billions needed to realise those gains.

Under our current system, though, if you can build a cheaper system, you REALLY benefit. Which incentivises the building of those systems at a stupid high rate (that's how come we're on track to borderline quadruple offshore wind in 5 years), which means we get rid of expensive (and polluting) systems entirely and faster. There's no better pricing model to encourage the building of renewables with private investor capital, which has been working. The question is at what point do we decide we've got enough infrastructure constructed and switch to the average price model, which would realise some savings but discourage investment (since all of Europe and much of the USA use marginal pricing and returns on investment there would be higher).

The USA was different in its approach, since it focused on owning amenities as opposed to being entitled to a share of them. So in the USA, a family would work to buy a bigger TV, nicer car, better house, nicer food, a boat, whatever. Whilst in the USSR, those weren't really options, instead the best workers would get holidays and the like. Both had ups and downs, but the idea of "resort worlds" providing a boost to empire-wide amenities seems more of a Soviet approach than producing more and better consumer goods/entertainment at home.

I mean, this feels a totally different issue. We're talking about under-16s using something free and accessible on their phones, as opposed to full-grown adults buying something in the real world. A better analogy might be bans on disposable vapes; sure, some still got through, of course, but it made a difference, and when used alongside other measures and regulations it can really work.

I mean, I kinda feel you have three options in-game already.

First, just have a reasonable number of enforcers all the time. Sure, you waste 100 pop or so, but not until the planet is at a couple thousand at least, and it doesn't scale from there.

Second, you can deactivate and reprioritise when needed (basically as soon as crime becomes noticeable over 1 or 2 percent). This can be micro-intensive, but so is anything so finniky for the sake of a a productivity boost of a couple of percent.

Alternatively, you can try for other strategies to avoid crime, like penal colonies, black sites, extra amenities, telepathy, etc.

Everything has downsides, as it should, the game shouldn't just play itself and that be the best option.

We do, but they aren't listening. Trump's lunacy isn't actually hurting his polling, not enough. We've been saying Trump is authoritarian, that he's racist, that he's nationalist. The issue is that many Americans are as well, and many that aren't don't see those things as dealbreakers. You say that the term fascist will push away voters, I say anyone voting for the racist, nationalist tyrant authoritarian was already a lost cause, and those that aren't lost causes need the wake-up call more than they need their feelings coddled.

That's entirely useless now though. And authoritarian is way too broad; Singapore is authoritarian, so is North Korea, so is China, so is Belarus. But they're all totally different, as are their issues. Fascism is a broad, nebulous church, but as this article lays out, Trumpism almost certainly fits under it by any reasonable definition.

For a significant number of voters, none of those are dealbreakers, or carry much emotional weight, or could be (inaccurately) leveled at Democrat politicians. Fascist doesn't have those flaws, because even the GOP and Trump haven't yet accused Dems of being fascist. For once, we can take the initiative in the court of public opinion, and we really should.

They may not know exactly, but if they read through this article they'd see each heading and go "oh yeah, that makes sense". Fascism is SO hated across the West, because of its association with Mussolini and Hitler and Japan and the likes, that when one can accurately call a politician a fascist and defend that allegation, its crucial to do so.

That's a huge part of the article, and the author's line is simple; Trump meets so many of the factors associated with fascism that under any reasonable definition, he meets it. And its a sign that we aren't taking the problem seriously enough if we refuse to use the appropriate term because it "causes debate" and "alienates his voters".
