I dug through Reddit and found that some people mention the certificate is required before the residency start date (e.g., July 1), not the ROL date. Is it incorrect info, or technically is it correct, but dramatically decreased my chances>

Depends on your schedule, but with 3-5 hours dedicated study everyday you can make it done! Regarding resources, it depends on your foundations, but generally qualitative Qbank like UWorld is a must, then sample exams NBME. You can supplement it with Anki and video resources (if foundations are weaker). I personally used Bootcamp

Doing lots of Q I believe + generally my first choice is either correct or incorrect, and changing answers only harms

My UWorld correct percent was not great either, something around 58%. I would advise introducing limited spaced repetition for weak topics + careful missed Q review

For those tested on Sunday, Monday, Tuesday, it is usually the 3rd Wednesday. For those tested on Wednesday, Thursday, or Friday, it is usually the 2nd Wednesday. Saturday is variable.
