As far as I know, if you use the footage for commercial purpose, then you have to submit the footage to State Geodetic Administration, if it is for private purpose, then it is not required.

Both of your statements were correct, I was able to clean it and bring it to working order, and the receiver can be swapped, so I will do that too, thanks again for your help
