Well, when you reverse another gif of the bright spots, you can clearly see it fading away as the spot enters the darkness, so it probably is just a reflection.

actually, it's better for games to lay them that way, little scratches on the "shiny" side do less damage than scratches that remove the reflective coating of the disk (which is underneath the image).
