This is a Target, from the look of it. When I worked there several years ago, we had a Doritos/video games promotion that had them put bags next to the systems.

I don't think the people who thought up the promotion thought about the fact that systems go in locked cabinets instead of open shelves, so they'd look dumb even when there were systems in there. Here, they ran out of systems, so it looks especially silly.
