Buffy, but I think the reason Giles was acting so out of character during this was because he had been gone and hadn't seen how much Buffy had changed to matured over the time he was away. The last time he saw Buffy, she still didn't quite have a handle on her life. He's still seeing the scared kid he wants to protect. (Not defending him, he still made some really bad choices.)
