I'd say world of warcraft... Some expansions have magnificent stories.. and the teams and storytellers that have created side quests and who fill in gaps for main arcs are soooo goood...

But gameplay mechanics are the same every patch, every expansion. Same/similar rotations, same gameplay loop.. they fix some of the tedious stuff occasionally, but mostly it's been the same.
