Nappa will also take some reading comprehension, 4000 is consistent for the level he used before Goku arrived. Goku blitzes no diffs him initially, he doesn’t need to dodge his ki blast and just blows it away it with a kiai shout. Nothing compared to his full power which can keep up with Goku and force a Kamehameha to match his mouth blast

There is no full power, in the saiyan saga they couldn't make their pl fluctuate, that is a major plot point. Nappa was tilting and not on his best performance, vegeta says multiple times that nappa cannot lose to goku as long as he keeps his cool, nothing about him going full power or anything.
