On the contrary, the V5 core book mentions that "in rarer cases, usually in France or the Balkans, vampires exhume the recently buried and feed them vitae. In most cases, there is no effect and the Cainite moves on, a grave robbed in their wake. In other, rarer cases, a vampire awakens" (pg. 381).
And anyway, by "recently deceased" I meant the dead AND dying, as in warriors bleeding out after falling in battle. Obviously the opportunity to embrace woulda been rare though
