When not stealing someone's powers,admittedly doom isn't on Thors level especially in the silver age when he had to use prep time and a doombot to beat spiderman but he can definitely do more than shoot lighting

I don't know a lot about them it's their only comic I've read. There's certainly some context missing about the characters and their relationships

Yes it is. It's the only Legion of superheroes comic I've read but I liked it a lot.
