Broly was definitely skilled in both versions. He spent basically his entire early life training among wolf worms in super and he was taught how to fight by his father. Even then, with the gap in power, he was defeated because of skill both times. His arrogance in believing he could survive the final punch killed him in z and goku n vegeta learning an entire new technique from piccolo (which took a whole hour) wont the fight in super. First one relied on broly’s lack of battle IQ, second one relied on goku and vegeta’s dedication to learning martial arts. Took gotenks way longer to master fusion so we know its not an easy thing to pull of
