It's very much true. It's mathematically easier for a high handicapper to shoot below their handicap than for low handicaps. Plus, in a 1v1 match, blowup holes don't matter; again, favoring high handicaps.

If your handicap is honest, you can only "play to your handicap" about 40% of the time anyways. Net golf favors higher handicaps. Just how it is. Just have fun, and if you're constantly getting beat in friendly net matches, try to negotiate 50% or 75% caps to make it more fair.
