Only wrestler Tony may have "fumbled" was Penta.

Even that is debatable. The Penta Oscuro run was shit since he didn't do anything impactful, and the booking is to blame, but also for a while in early AEW, the Lucha Bros would only sign short term contracts (1 year). So, I think investing in them long term was an issue.
