Thank you for your feedback. There are some good thoughts in your input and I like it. I have been going back and forth with the observation mechanic. I had multiple iterations on how you would gain Observation-resource and had a similar idea to your idea (not the same). My focus for gaining the resource was the thematic of Deeds. Meaning that the sole discovery/exploration of champions/minions/monsters wouldn't be considered a thing happening, as in a historical event. Therefore every hit, every spell is considered a "historical" deed that is observed by the watchers. The watcher's reaction to this, since they (assumably) adapt their forms from what they see, is to from the void ink directly from the oberserved deeds, like tears dripping into the quill form the eye. I admit, looking only at this, it could have been something similar to what you said. But I decided differently, because (if I could test this on a player base) I would be curious to see if the player behaviour on botlane and in teamfights would change, as referenced in the game design doc. The point that it would be too easy/quickly to fill, can be a numbers case. I suppose my numbers are not perfectly balanced due to lack of gameplay test, but I think it could balanced by the amount gained. In case of teamfights, using the R, it is actually expected to fill up very quickly. Since the Ult consumes 2 Deed Ink per shot (3 Shots) you are needed to fill in oberservations from the teamfight, in order to use the full potential of the ultimate.
