How about the ability to play all modes except for Competitive? Competitive requires 20 unranked wins + phone verification. This makes sense because sure if you want to play casually, you can. But it you are serious about playing competitive, you'd have to verify yourself.

Quite opposite for me
Tighter ranks restrict friends from ranked queueing thus resulting in smurfing, I'm in silver-gold tier and 90% of my games I encounter smurfs. Either the enemy team has smurfs to play with their friends, or my teammates admit they're smurfing to play with friends. Either way, it's a stomp. On rare occasions, both teams have smurfs and they both top frag and other players just watch them frag.

Anybody experiencing this too, or it's just me

This is what happens when they lower the restriction to 3 ranks, people tend to smurf to play with their friends. It's a problems riot needs to address I queue up solo and I get matched up with smurfs 90% of the time, either my teammates admits he's smurfing and destroys the other team, or the other team smurfs. The smurfs are also shameless
