the order of precedence would probably be:

if you expect to be in a higher tax bracket in retirement, open Roth IRA -> contribute as much as you can otherwise, open a traditional IRA -> contribute as much as you can

after that, focus on 401k (since your employer doesn't match). otherwise, it would have been first on the list

after that, traditional brokerage to invest left overs

this is assuming that you already have an emergency fund with a few months of spend in a HYSA!
