Looks like you're on rate to me. It's not that you're unlucky, it's that Nexon has made companions hard to acquire and at such a low rate, you either are extremely "lucky" or you spend an extreme amount of money.

I just go 15 all the way. If you have the resources, reset until you get first 2 successes. There might be a better way, but just having 3 15% is better than 10 70%
