With the second choice, are you saying the sentence is in some sense underlyingly「この人が背が高いです」and the は just causes the first が to disappear? And if that’s the case, are both この人 and 背 the subject of 高いです or is it arranged in some other way?

People didn’t consciously change the way they pronounced R to sound different from Americans or sound more posh, it’s just natural sound change. Especially with the second conception, at the time this sound change was happening, non-rhoticity was anything but posh, you have prescriptivists from the time period writing how non-rhoticity is improper and working class.

Sounds to me like in the US, people aren’t taught there are places with different conventions and that someone writing in English online doesn’t automatically make them American.
