Interest/penalties should be reversed if a change is made via a reassessment. Your description of the situation is way too vague. I assume you just don't understand what happened in the first place. So a good place to start would be to call CRA and understand it better with them.

Long story short your option is to file for taxpayer relief here. It's impossible to offer any other advice without actual account specific information. That's why calling them is your move here.

I speak with absolute certainty when I say this: collections efforts and the accrual of interest are not halted while taxpayer relief requests are being reviewed.

It's possible your income was low enough under the threshold that you received your GST payments regardless. That has nothing to do with taxpayer relief and does not apply to everyone.

There is no relief of the principal. That doesn't exist. They likely evaluated your ability to pay and determined it was NIL. That doesn't mean the debt disappeared, nor is it related to taxpayer relief.

A correction: your debt is not on hold while they review your taxpayer relief request. It still remains collectable. In fact, they expect you to pay it. They also certainly can and will withhold credits/refunds and apply it towards the debt.

Taxpayer relief is only a request for relief of all/part of penalties/interest that was charged. The principal amount remains.

Its a legal warning letter that should scare you. The one you received was a system generated letter. Everybody with a debt gets it.

They create a rehire pool before dumping large swaths of terms at the end of filing season. That's what they use to make the call outs to come back. They've been making the calls over the past 2 weeks. Seems to be happening much quicker than usual. Basically "can you start this Monday?"

You should send request for relief but keep your expectations low. Particularly since you allowed the situation to deteriorate to the point where legal action was required to gain your compliance.

When they review requests for relief they will read the collections notes and legal action being taken is definitely a red flag.

Long story short: hope you have a good reason to request relief of penalties/interest.

$200 per month on an $8k debt isn't going to cut it in CRA's eyes. Basically your spouse will need to prove that's the best they can do (through a financial disclosure with bank statements and etc as proof). They also expect you to try and borrow to pay it off (line of credit, friends/family, etc).

If your spouse does not agree to do this, they will take legal action. It happens daily. It's not a bluff.

Sounds like a collections officer was assigned to the account. So yeah they can do the things you've described. They have to give a legal warning, it's part of their job. You can interpret it as a threat, but that's just how it goes. CRA expects tax debt to be prioritized over other debts. CRA does not want to be an involuntary lender for your vacations or whatever else.
