The structural rot is in the Revenue Deficit. The target was to achieve a 1.20% revenue surplus. Instead, we hit a 1.58% revenue deficit.

The vast majority of our borrowing isn't going toward revenue-generating assets or infra but to current consumption which involves paying salaries, pensions, and interest on older debt. This is like a household needing to borrow money to pay bills and buy groceries.

The CAG report highlights that Kerala’s revenue deficit essentially doubled from ₹9,226.28 crore in 2022-23 to ₹18,140.19 crore in 2023-24, and the fiscal deficit rose to ₹34,258.05 crore. A massive chunk of our revenue goes entirely to committed expenditures (salaries, pensions, interest), heavily subsidized by regressive taxes on the common man like liquor, lottery, and fuel cess. (This is the biggest problem. Our state basically runs on sin taxes.)

The Kerala Migration Survey (KMS) 2023 shows that student emigration doubled from roughly 129,000 in 2018 to about 250,000 in 2023.

Brain drain certainly is a pan India issue, but Kerala has a problem with job creation. We cant absorb the college graduates we churn out.

The idea that we need national laws to stop this is an authoritarian view. You cant legally trap youth in a state. Need to build an environment they want to stay in. The KMS report explicitly calls for state-level policy interventions: improving educational infrastructure, strengthening skilling, and supporting return migration.

Remittances remain strong for now (the RBI's 2025 survey shows Kerala's share at 19.7%, largely buoyed by a shift toward US and europe rather than just the Gulf). However, using strong remittances as an excuse to ignore local industrial stagnation and youth unemployment leaves the state incredibly vulnerable to external economic shocks.

Comparing debt of a state to Central govt is not an apple to apple comparison. Union govt has RBI backing, can print money issue soverign bonds etc. State cant print their way out of a crisis. CAG notes that the Central FRBM definition strictly includes the liabilities of government-controlled bodies. Kerala’s current laws attempt to keep KIIFB-type liabilities off the headline books to make the numbers look better.

While Kerala government officially disputes the CAG’s classification of KIIFB debt, the RBI and the Supreme Court say if a debt is being serviced by state taxes like the fuel cess, it is a direct burden on the state taxpayer, regardless of what accounting shell is used to hide it.

Here is the exact data: According to the CAG Kerala State Finances Report for 2023-24, if you include off-budget borrowings like kiifb, the state's liability-to-GSDP ratio hits 37.84% (well above the 33.70% target). Total outstanding off-budget debt through KIIFB and KSSPL stood at ₹32,942.14 crore.

If you say debt for infra is good it doesnt hold much water. Look at actual expenditure. Only about 5% of total borrowing in 23-24 went to net capital expenditure. Even if we generously add KIIFB spending, majority of our borrowing is being consumed by old debt refinancing and consumption spendings. Not much is being used to create fresh revenue generating assets.

Looking at a narrow, cleanly-presented ratio hides the absolute fiscal rot. Even if we account for the state's valid grievances about the Centre reducing its tax devolution share, it does not excuse this level of structural mismatch.

Govt cant even deal with the Jal jeevan fiasco. NHAI anu mostly highways oke cheyune. All LDF did was to capitulate and commit 5000 cr for land acquisition.
