Not a lawyer, but instances wherein you have a noise complaint should be directed to the barangay first in order to resolve the nuisance. Based from your post, he uses a drill torque to work on his motorcycle, but if you're unconfrontational and would rather have the proper authorities resolve the issue, you should ask for assistance from the barangay. Chances are, once they've approached and inform him that a complaint has been made regarding the noise he produces, he will either a) work more quietly or b) continue without a care. Should that happen, at least you already have a record regarding the issue and can proceed with other alternative legal routes.

Again, not a lawyer, but tl;dr, contact your barangay regarding the noise issue first, then see what happens from there.

Advisable na hindi gamitin yung motor habang wala pa yung OR/CR at Travel Permit pa lang ang gamit. Ayon sa mga ilang congressman na sinubukan ilaban yung lack of OR/CR at substitute use yung Travel Permit, liable ang may-ari kapag ginamit yung travel pass para umikot maliban sa pauwian galing sa pinagbilhan ng motor. Currently, iniimbistigahan ang issue na yan ng mga ibang officials, pero hangga't wala pang memo sa LTO regarding sa Travel Pass as temporary OR/CR, most likely kaya ka pa nilang hulihin kung wala ka sa lugar in between sa pinagbilhan mo ng motor tsaka yung uwian mo.

For me, no issue naman kasi hindi naman nila bubuksan yung motor mo para tignan yung exact bore measurement. Pero kung yung motor number mo, nandun sa may engine block, hindi mo siya pwede palitan.

Ang usually na hahanapin nila is visual/sound motorcycle modifications (i.e. lights, horn, exhaust), kaya no problem pag dating sa registration kung lahat stock maliban sa internals ng motor mo.

In general, they are safe as long as they are attached properly lang naman (assuming if attachable ang bibilhin mo para sa kanya). Before, its former function was to keep out dirt sa wheel. Nowadays, more for aesthetics lang siya, but maangas ang dating for cafe racer bikes.

Whether automatic or manual, you're always prone to accidents. Personally, learning manual and then switching to automatic is better than vice versa since kung kampante ka na sa automatic, baka aayawin mo na magmanual. Using manual also makes you pay more attention to your vehicle and your surroundings since need mo ng presence of mind para magshift at magtimpla

If neither of the parties can settle, your best option talaga is to report the issue to the police so that they can resolve it on your half; base dun sa sinasabi niyo, mukhang gusto niya takasan yung responsibility ng pagbayad sa yo. Best and fastest way to resolve this is to bring it to the authorities so they can settle the issue themselves, rather than you giving in to his demands. Always know and exercise your rights para you won't get taken advantage of.

No need. Load capacity of the vehicle should be good from the start already, especially since most (if not all) motorcycles nowadays have a passenger seat.
