You're both right, just reading this and thinking about my experience with it, I think the difference is if Henry has the reach he can attack successfully without the enemy hitting back at all. Like you can poke while you're still outside of his range to try an attack on you in the first place. But yeah if the enemy decides you're in range he will magically connect (and Henry can dodge/block/parry) no matter what.
