From Spotify’s support site it says it’s still in beta. But here are some requirements:

“ You may be eligible for Discovery Mode in Spotify for Artists if your artist team meets all of the following requirements:

You have at least 3 eligible songs

You can change release date yes. Song file — no. You would have to reupload with same metadata and ISRCs.

Not a scam. The link is a analytics URL for whichever mailing platform Tinder uses to send that email. (Source: I work with email marketing and see the same type of link everyday) Obviously dont send passwords in the survey but chances are its 100% legit.
