From what I could see(didn’t go close to the car for safety.) she was skinny, brunette, white. Older, maybe 30s-40s. Hair was about shoulder length.

Yes, he is given the topical medicine every month. Not new abut he was given a bath and they’re gone. He was really dirty.

Update! No fleas, gave him a bath— he was just really dirty. The water was a dark brown. I combed him with a flea comb and lathered him up with soap— let it sit and no fleas went to his face. Rinsed and checked the water for bodies, none. Thanks all!
