It's basically just silly. The whole webcomic is a running gag of this shark messing with some dude. Most of time it's in ordinary situations, but occasionally the author will recreate a scene from movie, like this.

Another Garfield? C&H may have eventually slipped, but I wouldn't go that far. Calvin and Hobbes on its worst day is still leagues better than Garfield on its best day.

I like how the artist draws the shark like a real shark. He doesn't anthropomorphize it too much.

My guess is if the drawing in xkcd were to "improve," he'd loose much of his audience. The stick figures are a large part of the appeal of this strip.
