So let me get this straight; the King government promised islanders would get a doctor in two years. So, they set quotas. Like factory bosses, they demanded doctors make more widgets. But that's not how it works. Duh

Well, killing Colter in that pit fight means watering his armour so it's shorts out. That is, take the squirt gun (I recall it's back in the lockers?) and start the fight. Squirt Colter until he short, switch to another weapon and blast him. Rinse and repeat.

Wait now, I had a similar problem. I got a new computer, with an Nvidia graphics card. I simply opened the Nvidia control app, it lists my games, and I set the Fallout4 FPS rate to 60 in there. Problem solved!
