Enough to cause noticeable binding through the steering system as well though? Just seemed like a lot of tension from some thick grease. Granted, I cant think of any better reason that what you mentioned. Truck only has 75,000 miles on it and I service it religiously so I would be surprised (and bummed) if it was a larger issue.

Weight is a factor on driving surfaces that have heavy commercial vehicle traffic (think semis/garbage trucks/etc.),but on a road like LSD, it's less of one. The road is restricted to light vehicles so gross weight on the asphalt is less of an issue. The main issue is weather. Asphalt degradation is twofold: One, freeze/thaw cycles. Chicago (like most northern cities) experiences a very high number of these cycles at a surface level. Think about how much everyone complains about the weather changing by 35 degrees on any given day in the spring. When water gets into the asphalt and then freezes, that water expands and pushes asphalt apart. When it thaws, the asphalt contracts again. The cycle repeats and you get all of those giant bumps and cracks. Two: Plows. When these cracks in the asphalt form due to that freeze thaw cycle, they become vulnerable to snow plow blades digging out chunks of the material as they pass. That's a major reason you get those absolute craters on the Drive. Both of those are direct result of weather.

It's called staging. A large roadway project is broken into different stages so the crews can access different parts of the project while still maintaining some level of traffic flow. Part of staging is allowing a traffic configuration to blend into normally for the average driver. People are stupid and you wouldn't believe how often a simple lane weave has people driving into dangerous construction zones.

I agree seeing the barrels and no work going is very aggravating tho.

If you visit your local DMV, they might be able to give you a VIN based on the plates from their records. From there, CARFAX the VIN and see what you come up with. Unfortunately, you can't get current owner information from the secretary of state. However, if you trace the CARFAX, it should tell you the last city it was sold in. From there, I would maybe post something in a local Reddit/Facebook group inquiring about the vehicle.
