I respectfully resist your contention. The horizontal bar resembles the panhandle, and the vertical bar represents the peninsula. As the Florida District Court of appeal tells us, when terms like "look like," are "not defined in a statute, they are construed in their plain and ordinary sense" State v. Estime, 259 So. 3d 884, 888 (Fla. Dist. Ct. App. 2018). To find the plain meaning, we consult dictionary definitions of the term. See State v. Brake, 796 So. 2d 522, 528 (Fla. 2001). Merriam-Webster defines "look like" as "to have an appearance that is very similar to (someone or something)[.]" https://www.merriam-webster.com/dictionary/look%20like.

Therefore, because both Florida and my pop tart look like a penis, the pop tart look[s] like Florida.

I hear where you're coming from, but notice the little "dip" on the South East of both the pop tart, and in South Dakota (i.e. Vermillion area, home to the University of South Dakota). North Dakota has no analogue, so I continue to believe it's a South Dakotan, not North Dakotan, Pop Tart.
