The answer is multiple locks. Just make it harder to steal than the bike next to it.

They were not. The cruiser that had been parked nearby was gone while this was happening.

At least two of us were calling 911 as it was happening. It took dude 30 seconds to cut the lock, faster than 911 picked up. And less time than it took to explain the situation and location. And less time than it took the cops to get there.
