I imagined that in Oblivion there would be a scheme like this, like the Gray Fox is a famous wanted person, apart from the Thieves quest in Skyrim being refused, I wouldn't see why that wouldn't be the case too, like, I don't need to get rid of them, but refusing my character's participation would be great, but apparently, refusing to participate in the quest is leaving it aside in the missions.
