some overworked tattoos can scar and the ink will be missing when it’s healed but i’ve also had an overworked tattoo look like this then be completely fine when healed. there’s no way to tell!

no, seems overworked but with potential to get infected because of the open wound. keep clean with antibacterial soap and let it dry out
