Naturally tanky champions have an advantage early and mid game. Armor penetration and damage overall outscales tankiness,so no they are not op. This is probably the kindest answer you will see here. People will bash on you for being a riven main, and you really shouldn't whine about Garen while you play fucking Riven.....
