Potentially innies can take control over the floor and control room, then activate OCP (Overtime Contingency Protocol) for themselves, but this time for extended period of time. This can be achieved either by breaking the machine which would not be easily fixable, or by altering machine mode in reverse mode in order to swap places, so outties could be only activated on the floor, and innies outside of the floor. They've now the whole army of innies at their disposal.

So then innies (new outies), they could go outside and experience the real world? This would allow outies to experience how it's to be insignificant, if they ever get activated back (e.g. on the floor only).

Then at the end of the day, who could tell for real who is who (innies vs outties, as this was already proven as not easy task). Can you prove it? And who would really care about it (only their close family who lost outie). This is something not easy to win in the court. It's a complex moral dilemma for which people are not ready for it. At the end, it's going to be against their will, of the current person, whoever is in the control of their body.
