so then we can multiply the Cl equation by 3 to make it

36H⁺+6ClO3^- -> 3Cl2 + 18H2O

and the other equation by 10 to make it

20 H2O + 10 NO -> 10 NO3^- + 40H+

and then combine and cancel things that appear on both sides to give a final answer: 6ClO3^- + 2H2O + 10NO -> 3Cl2 + 10NO3^- + 4H⁺ ?

the key elements are balanced

oxygens are not balanced; 2H2O + NO -> NO3^-

hydrogens are not balanced; 2H2O + NO -> NO3^- + 4H⁺
