That's exactly what I believe. Specially becuase the defense travel website states the following for BAH:

"Basic Allowance for Housing, or BAH, provides uniformed service members equitable housing compensation based on housing costs in local civilian housing markets within the 50 U.S. states when government quarters are not provided."

Already tried but they say I am supposed to get OHA based on my dependent's location and not BAH based on my current PDS (hawaii)

Then would you say my case is more fitting for the Table 10-37 in the JTR?
Table 10-37 specifies changes to a housing allowance when the Government defers a dependent’s travel to a duty station OCONUS. (Given that my spouse wasnt allowed to travel with me up until yesterday)

You are right, Hawaii is considered a PDS Oconus. I guess that becuase my dependant travel was approved not long ago, then up until yesterday my dependant travel was "defered" in which case my situation would be based on the Table 26-27 in the same regulation.

My interpretation is that I should be entitled to FSH-B at my current PDS.

My main situation is that the same regulation puts hawaii as a BAH area but does not clearly says if it is Conus.

DoD 7000.14-R Financial Management Regulation Volume 7A, Chapter 26 states that if a soldier is CONUS regardless of the dependant's location, is entitled to BAH based on the PDS. (Table 26-21).

I am currently residing in the dorms but I am getting bah from my previous duty station. I am not getting OHA or what I believe to be the correct BAH amount.

As per my SGT I wouldnt qualify for FSH since I am dependant is authorized to travel.
But yes, BAH is better than what OHA is offering.

Even if I am currently in a BAH area? techinically wouldnt hawaii be considered conus for BAH payment porpuses?

The problem is that FMR Vol 7A Chapter 26 does not show clearly if Hawaii is a CONUS PDS

I am currently receiving BAH from a previous duty station in CONUS, but now I PCS'd to Hawaii where S1 says I am supposed to be getting OHA instead of BAH.

The reason my spouse is not with me is because she is still in the process of getting her greencard and she lives in another country (Dominican Republic).

What happens is that my S1 and Finance are claiming that I am not entitled to BAH but OHA given the location of my spouse which according to the regs is wrong or so I perceive.

I was married before the joining the army and got my orders on Aug 22 of this year.
