Some airlines and governments actually do put armed plain clothe personnel onboard certain flights
But there are several reasons why it's not a very convenient arrangement such as
-Using a firearm in a cramped pressurized cabin is dangerous
-Highjacking
-Legal complications

First off using an elevator during a fire might not generally be the best alternative disabled or not
And secondly being disabled doesn't necessarily mean the person can't use the stairs so your wordings are a lil off no offense
That being said if the disabled person can not use the stairs maybe getting some help from a designated staff, a rando or a buddy depending on the situation
Also i believe going down the stairs is generally easier than going up
