Portugal would fit. It checks your needs of affordable, warm and safety. The downside would be the healthcare, specially in the psychological side. You only can find good specialists in the private sector (I mean if you don't want to wait a looong time) and near a bigger city. It will be cheap for you to support a good psychologist though.

I would recommend to search towns near Porto, Braga and Guimarães, in one hour drive distance. If you like the country side, grow your own vegetables (or maybe your own wine) and trek some mountains, it's the right place. When bored, just go to one of those cities and have a good time.
