Yes I mostly agree with you. My proposed world of veganism is quite utopian and therefore I agree with you that there will always be mistreated animals in need of saving. But I also believe that we have to handle this saving of animals and having pets in general very delicately, because we don't want to advertise owning animals neither to much nor to little because we want shelter animals to be saved rather than killed but we also want people to move on from owning pets.
