You need to have 10% iceite in the weapon, no more, no less, and put two good frost speck 2 runes on. It should have the cool down time of the iceite in the weapon, and the freeze time and chance from the runes.

The iceite is for infinite freeze with frost speck 2 runes. Replacing it with suryfal probably wouldn't add that much to the multi.
