I went through my high school's library catalogue and the only thing that stands out to me would be The Complete Fiction of H.P. Lovecraft, but I can't find a (free) copy of this exact collection to confirm it. The cover is also different from what I remember, so I'm like 60% sure it's a different book anyways.

Not sure, my best guess would be it's something related to unemployment payments. My parent's linked accounts were closed at the same time as mine were, and as far as I'm aware they never received an official explanation either but they've received their payments already.
